PIERCE TRANSIT NOTICE OF PUBLIC HEARING
TITLE VI SERVICE EQUITY ANALYSIS ON BUS SYSTEM RECOVERY AND RESTORATION PROPOSAL INCLUDING PACIFIC AVENUE/SR-7 ENHANCED BUS SERVICE

A public hearing will be held as part of the Board of Commissioners Regular Meeting on Monday, November 13, 2023. The meeting begins at 4:00 p.m. and members of the public may attend the meeting in person or virtually through Zoom.

The purpose of this hearing is to receive public comment on the Bus System Recovery and Restoration Proposal including the new Pacific Avenue/State Route 7 (SR-7) Enhanced Bus Service.

The Bus System Recovery and Restoration Proposal sought public input on two proposed scenarios: 1) A focus on improved frequencies, including seven routes that would operate every 15 minutes; and 2) A focus on a greater span of service, meaning all routes operating from the early morning to late at night. Note that both the improved frequency and greater service span scenarios were designed with slight variations for weekdays, Saturdays, and Sundays. Once the preferred alternative is selected, implementation will begin with the March 2024 Service Change. The bus system restoration plan will restore approximately 72,300 annual service hours but is dependent upon staffing (i.e., operators and mechanics) availability.

Pierce Transit is planning to launch a new Pacific Avenue/SR-7 Enhanced Bus service from Pierce Transit’s future Spanaway Transit Center to the Tacoma Dome Station. Bus stops will be spaced approximately one mile apart, focusing on stops with the highest utilization. This new service would operate in the morning and evening peak communting times on weekdays. This new service will rely on future transit speed and reliability improvements to the Pacific Avenue /SR-7 corridor. These improvements will also benefit the existing Route 1.

Per Pierce Transit Code 1.60.010(A), all major service changes are subject to an equity analysis which includes evaluation of adverse effects on minority and low income populations.

The Board of Commissioners will consider the findings of a Title VI Service Equity Analysis and consider the Fixed Route System Recovery and Restoration proposal that includes the Pacific Avenue/SR-7 Enhanced Bus service/Route 1 Overlay at their November 13, 2023, meeting.

The purpose of this hearing is to receive public comment on Pierce Transit’s draft edition of the Transit Development Plan (TDP) covering 2023-2028. The proposed plan may be viewed at https://www.piercetransit.org/documents/.

The report describes the agency’s services and operations; goals and strategies; performance measures; TDP consistency with other plans; planned service and operating changes; planned capital expenses; multiyear financial plans; and projects of regional significance. The TDP is submitted to the Washington State Department of Transportation (WSDOT) annually. The TDP is scheduled for formal adoption at the August 14, 2023, Board of Commissioners meeting.

TITLE VI SERVICE EQUITY ANALYSIS ROUTE 101 GIG HARBOR TROLLEY TEMPORARY SERVICE REDUCTION

A public hearing will be held as part of the Board of Commissioners Regular Meeting on Monday, July 10, 2023. The Board meeting begins at 4:00 p.m. and members of the public may attend the meeting in person or virtually through Zoom.

The purpose of this hearing is to receive public comment on a temporary service reduction for Route 101, Gig Harbor Trolley. Pierce Transit is only able to operate the Gig Harbor Trolley on Thursdays and Saturdays from July 1 – August 31, 2023. This service reduction is due to operator shortages, Pierce Transit hopes to recover future service as staffing allows. Per Pierce Transit Code 1.60.010(A), all major service changes are subject to an equity analysis which includes evaluation of adverse effects on minority and low income populations.

PROPOSAL TO AMEND PIERCE TRANSIT’S FARE POLICY TO ALLOW FOR THE ORCA LIFT PROGRAM AND TO REMOVE THE POLICY GOAL TO ACHIEVE FARE PARITY BETWEEN SHUTTLE AND ADULT FIXED ROUTE SERVICES

A Public Hearing will be held as part of the Board of Commissioners Regular Meeting on Monday, February 13, 2023. The Board meeting begins at 4:00 p.m. and members of the public may attend the meeting in person or virtually through Zoom.

The purpose of this hearing is to receive public comment on a non-demonstration, system wide Fare Amendment Proposal to adopt the ORCA LIFT program and to amend Pierce Transit Code Section 3.72.010, removing the policy goal to achieve fare parity between adult fixed route service and SHUTTLE service. The ORCA LIFT program would allow for qualified riders to pay a reduced bus fare because their household income is less than or equal to 200% the Federal Poverty Level guidelines. This program is only applicable for Adult ORCA Fares. Youth 18 and under are currently free, and Seniors have a reduced fare that aligns with the ORCA LIFT fare program.

The proposed fare amendments, which also includes the ORCA LIFT program and related Title VI Equity Analysis, will be considered for adoption at the February 13, 2023, Board of Commissioners meeting, with the intent of the ORCA LIFT program being effective on April 1, 2023. The purpose of this hearing is to advise the public and receive public comment on a non-demonstration, system wide Major Service Change. In November 2021 as defined by Pierce Transit Code (1.060.10(A)), the agency had to reduce service on several routes. Routes 1, 11, and 16 meet the definition of Major Service change per Pierce Transit’s Code. This Major Service Change that occurred in November 2021 will extend beyond 12 months, requiring public process. The service reductions were due to operator shortages, Pierce Transit hopes to recover service as staffing allows. No additional service reductions are proposed at this time

The purpose of this hearing is to advise the public and receive public comment on a system wide Fare Change to implement as defined by Pierce Transit Code (1.060.10(A)). This Fare Change and associated Equity Analysis pertains to Pierce Transit’s Board’s intent to adopt amendments to the Fare code, establishing a Free Youth Transit Pass for passengers 18 and under on all Pierce Transit modes of transportation effective September 1, 2022. The Board may adopt the proposed fare code changes and authorize adoption of the Free Youth Transit Pass for 18 Years and younger at the July 11, 2022, Board Meeting.

Pierce Transit’s draft edition of the Transit Development Plan (TDP) covering 2020-2025 has been filed with the Clerk of the Board. A copy will be available for review after July 29, 2020 at www.piercetransit.org/documents.

A public hearing will be held as part of the Board of Commissioners’ meeting on Monday, August 10, 2020. The meeting begins at 4:00 p.m. and is scheduled to be held virtually. Due to the COVID-19 Pandemic and the Governor Proclamation 20-28 that is in effect, a physical meeting location will not be provided for this meeting. If the restrictions imposed by the Governor are lifted, members of the public may attend the meeting at 3720 96th Street SW, Lakewood, WA, however, attendance will be limited and attendees will be required to follow all social distancing guidelines in place. PROPOSED SERVICE CHANGES IN NORTHEAST TACOMA IMPACTING ROUTES 903/63, EFFECTIVE SEPTEMBER 22, 2019

A public hearing will be held as part of the Board of Commissioners’ meeting on Monday, June 10, 2019. The meeting begins at 4:00 PM and will be held in the Pierce Transit Rainier Conference Room, 3720 96th Street SW, Lakewood, Washington. The purpose of the hearing is to allow public comment on proposed changes to Pierce Transit bus service.

Pierce Transit is considering modifications to the service in Northeast Tacoma which will result in:

  • Elimination of King County Metro Route 903 service within Pierce County.
  • Extension of Pierce Transit Route 63 to Northshore Pkwy NE & Norpoint Way NE, and an addition of at least 3 weekday trips.

A recommendation on the Routes 903/63 Service change will also go before the Board of Commissioners for final consideration at the July 8, 2019 Board meeting.

Once finalized, Pierce Transit will use the TDP to guide specific development of upcoming service designs, business strategies, and budget considerations. The document is scheduled for formal adoption at the July 8, 2019 Board of Commissioners’ meeting.

NOTICE OF PUBLIC HEARING
OPTIONAL PERMIT PARKING AT TACOMA DOME STATION

A public hearing will be held as part of the Board of Commissioners’ meeting on Monday, March 11, 2019. The meeting begins at 4:00 pm and is held in the Pierce Transit Training Center - Rainier Conference Room, 3720 96th Street SW, Lakewood, Washington 98499.

Pierce Transit is considering optional permit parking at the Tacoma Dome Station (TDS) as this facility fills up very early on weekdays. Regular transit riders often have a difficult time finding a parking space unless they arrive well in advance of their planned transit trip. The proposed program would offer a reserved parking option that would give regular transit riders a reliable place to park and improve transit operations by more evenly spreading out demand for parking spaces throughout the morning rush hour.

The purpose of the Public Hearing is to allow public comment on the proposal. Highlights of the proposed optional permit parking plan include:

  • Permits would be optional.
  • There would be 200 reserved parking spots (150 single-occupancy and 50 high-occupancy), which totals 8.4 percent of the overall 2,400 spots.
  • Those parking without a permit could:
    • Use the reserved spots for free after 8 a.m. on weekdays and all day on weekends, or
    • Continue parking in one of the 2,200 non-reserved spots on a first-come, first-served basis as they are today.
  • In order to hold a permit, the transit rider must have 12 verified transit trips per month on a bus, vanpool, or Sounder train. For HOV, at least two passengers in the group must meet this threshold.
  • Proposed pricing:
    • High Occupancy Vehicle: Free for 2+ riders arriving together; riders must have ORCA card
    • Single Occupancy Vehicle (SOV): $80/month; must have ORCA card
    • ORCA LIFT SOV: $27/month with ORCA LIFT card
  • Pierce Transit Chief Executive Officer would be authorized to manage demand and waitlists by modifying percentage of reserved stalls and/or adjusting rates as needed.

A public hearing will be held as part of the Board of Commissioners’ meeting on October 8, 2017. The meeting begins at 4:00 PM and will be held in the Pierce Transit Rainier Conference Room, 3720 96th Street SW, Lakewood, Washington. The purpose of the hearing is to allow public comment on the introduction of a Pierce Transit specific adult monthly pass. The new pass, if adopted, would be implemented January 1, 2019.

Currently, adult riders may purchase a monthly regional pass for $72. This pass has a trip value of $2.00, which covers the adult fare on Pierce Transit buses. The $2.00 trip value also applies toward fares when using other regional services. Pierce Transit is proposing a lower priced adult monthly pass that may be used only on Pierce Transit local bus service. The pass would have a trip value of $2.00 and be priced at $62.

For our customers’ convenience, Pierce Transit is proposing to offer two options for the new pass:

  1. Load on an ORCA card and it is valid for unlimited rides on Pierce Transit during the calendar month.
  2. Purchase the pass on PiercePaySM through the Hopthru app on mobile devices. This pass is a “rolling” 30-day pass. You may purchase the pass at any time. On the day you activate it, the rolling 30-day period begins. This pass is valid for unlimited rides on Pierce Transit buses during the 30-day period.

The Pierce Transit specific adult monthly pass would not be accepted and would have no transfer value on other regional services, nor on Pierce Transit SHUTTLE service. All other fares would remain the same.

PROPOSED SERVICE CHANGES EFFECTIVE SEPTEMBER 11, 2016

A public hearing will be held as part of the Board of Commissioners’ meeting on May 9, 2016. The meeting begins at 4:00 p.m. and is held in the Pierce Transit Training Center, Rainier Conference Room, 3720 96th Street S.W., Lakewood, Washington. The purpose of the hearing is to allow public comment on proposed changes to Pierce Transit bus service.

Pierce Transit is proposing to continue operating peak commute oriented Route 63 NE Tacoma Express service from NE Tacoma to Downtown Tacoma. The agency will also continue its partnership with King County Metro that provides for Route 903 feeder service to the local Route 63. These community-based routes provide links to both Downtown Tacoma and Federal Way. This recommendation will also go before the Board of Commissioners to take action at their June 13, 2016 meeting.

DRAFT LONG RANGE PLAN: DESTINATION 2040

Pierce Transit’s draft edition of the Long Range Plan, titled Destination 2040, has been filed with the Clerk of the Board. A copy of the entire draft plan, including the appendices, is available for review and comment until April 1, 2016.

Trip Planner Help

Trip Planner Tips - Entering Locations

To create a trip plan you need to enter both a starting location (origin) and an ending location (destination). For information about stops, schedules, or service at a specific location, you only need to enter one location.

The Trip Planner recognizes most street intersections and addresses as well as many landmarks in Pierce, King, and Snohomish Counties. If what you entered is not immediately recognized, the Trip Planner will offer you a list of options. You can choose one of the options, but if your intended location is not there, select the "Revise Original Entries" link to return to the entry page and change the entries you have already made.

Addresses

  • You don't need to type in the city along with the address. The Trip Planner shows the possible city names as options if needed. City names are based on zip codes.
  • You don't need to type in St., Street, Ave., or Avenue, or similar street types. The Trip Planner shows the possible alternatives as options if needed. (Example: type 110 Jones instead of 110 Jones Boulevard.)
  • You don't need to type in the directional designations for streets, but if a direction name is part of a street name, you should include it. (Example: type 1000 Main instead of 1000 S Main. But type 1000 West Viewmont for 1000 West Viewmont Way W.)
  • Some streets and addresses are unknown to the Trip Planner. You may need to enter another nearby location, such as an intersection or a landmark.
  • You should not enter the suite number or apartment number.  Just the house number and street name (Example: type in 401 Broadway instead of 401 Broadway Avenue Suite 800).

Intersections

  • The "&" symbol is the only character used between two street names to show an intersection. (Examples: 1st & B, James & Madison)
  • You don't need to type in the city. The Trip Planner shows the possible city names as options if needed. City names are based on zip codes.
  • You don't need to type in St., Street, Ave., or Avenue, or similar street types. The Trip Planner shows the possible alternatives as options if needed. (Example: type Conifer & Jones instead of Conifer Circle & Jones Boulevard.)
