TRANSIT ADVERTISING SALES AND PLACEMENT SERVICES

Prospective proposers are encouraged to attend a pre-proposal conference to be held at Pierce Transit Headquarters, 3701 96th Street SW, Lakewood, WA 98499 on March 22, 2006 at 9:00 a.m.

INTRODUCTION AND OBJECTIVE
PIERCE TRANSIT is seeking the services of an advertising sales firm to administer and carry out the day-to-day functions associated with interior and exterior transit advertising and bus shelter advertising. The vendor selected to manage the sales and placement of advertising on PIERCE TRANSIT owned/operated vehicles and bus shelters Pierce Transit owns in several municipalities, must demonstrate its ability to manage all tasks related to the execution of this Agreement. These tasks include: all client sales contacts, production, printing and plotting services, posting and removing signs on PIERCE TRANSIT vehicles and shelters, billing, collecting revenues from clients, and other necessary or customary business practices. Prospective proposers are advised that advertisements for alcoholic beverages, liquor, tobacco, the depiction of the use of firearms, and websites which have adult content are not accepted by PIERCE TRANSIT.

BACKGROUND
PIERCE TRANSIT's jurisdiction covers 450 of Pierce County's 600 square miles and serves a population of approximately 725,000 people, three-quarters of whom live in an urban core area of 120 square miles. The largest city in the service area is Tacoma, which has a population of 200,000. In 2005, taxable retail sales exceeded 1.5 billion dollars. Total personal income totaled nearly 23.75 billion dollars. Pierce County is economically healthy and is growing. Retail sales, for example, rose 4.6% (adjusted for inflation) between 2004 and 2005.

PIERCE TRANSIT manages operation of 174 fixed route buses and 99 Paratransit vans, and, in 2005 carried over 14.6 million passengers. PIERCE TRANSIT also operates six (6) transit center facilities located throughout Pierce County, as well as twenty (20) park and ride lots. The Agency's headquarters are located in a twenty (20) acre maintenance, operations and administrative center in Lakewood, south of Tacoma. The total number of employees is 970+. This includes over 860 coach operators, mechanics and maintenance staff, and approximately 110 management and professional staff.

In addition to buses, PIERCE TRANSIT operates a fleet of paratransit vehicles. Paratransit is a door-to-door transportation service for people who are unable to access fixed route buses. In our system, this specialized transportation service is branded as SHUTTLE. Currently, PIERCE TRANSIT operates (directly or via contracted service) ninety-nine (99) paratransit vehicles. SHUTTLE operates throughout our service area on a daily basis during the same hours as geographically adjoining bus routes. Currently a private contractor, Laidlaw, operates sixty-three (63) of the vehicles under contract to Pierce Transit. Typically, installations of signage to these vehicles will take place at the Laidlaw lot at 2310 104th Street Court South, Tacoma, WA 98444.

TERM OF CONTRACT
The term of this Agreement shall be for a period of five (5) years commencing upon award of this contract, July 1, 2006 and extending to June 30, 2011.
