DETAILED SPECIFICATIONS
PIERCE TRANSIT
PRINTING OF RIDER ALERT BROCHURES

Pierce Transit prints Rider Alerts to inform customers of our three (3) regularly scheduled Service Changes in February, June and September. They are also produced periodically to inform customers of changes within our system such as special events, significant detours, fare increases or any major change to a route or service.

This Invitation to Bid also includes a variety of Specialty Brochures printed for Pierce Transit special event service such as The 4th of July Freedom Fair, The Puyallup Fair and the Snow Brochure.

GENERAL INSTRUCTION
The Pierce Transit Marketing Department will be responsible for providing art files, quantities, format versions (see bid form), type of fold, and turnaround times. Staff will make every attempt to give at least five (5) working days for print production, however, occasionally Pierce Transit needs to provide information to customers immediately and may require a two (2)-day turnaround. Orders will be priced accordingly (see bid form). Prices must include any delivery charges.

QUANTITY
Quantities will vary for each order, which will range from 1,000 to 20,000, generally in increments as listed (see bid form). Pierce Transit will pay for up to five percent (5%) overages, based on ordered quantity. Pierce Transit will not accept less than the quantities ordered.

SIZING/FORMAT
All Rider Alerts and Specialty Brochures will have a final size of 3.5" x 7" (panel size). They will have anywhere from one (1) to six (6) panels and may print one (1) or two (2) sides. Bleeds are specified in format versions. (See bid form.) Rider Alerts and Specialty Brochures that have three (3) or more panels will roll-fold or accordion-fold. Fold style will be designated at time of order.

INK COLORS
Rider Alerts and Specialty Brochures will print two (2) colors, from the colors listed below, or four (4) color process. The listed Pantone colors are Pierce Transit standard colors, and as such must be conformed to.

Colors will be selected from the following Pantone Matching System (PMS) inks: PMS 032 Red, PMS 123 Yellow, PMS 258 Purple, PMS 325 Turquoise, PMS 369 Green and PMS 660 Blue, and Black.

PAPER
Rider Alerts and Specialty Brochures will be printed on Hansol, Titan Plus Gloss white 80# text.

ART
Artwork will be provided to the printer as native Freehand MX or Adobe InDesign files with support fonts and graphics included. Art files will be emailed, placed on printer’s FTP site or provided on CD, depending upon file size. PDFs or hard copies of formats will be provided with electronic files.

PROOFING
Printer will provide the PIERCE TRANSIT Contract Administrator with proofs for review and sign-off, prior to printing.

PRINT QUALITY
All work shall conform to standards of the industry. Inks on press shall be run at a high enough density to produce good solid coverage, and crisp images, without plugging type or graphics.

PACKAGING
Finished products will be bundled in quantities of (50) fifty with paper bands. Rubber bands are acceptable, however, paper bands are preferred. Shrink-wrap is not acceptable. Box dimensions shall be 6” high by 11” wide by 14” deep, and each box shall weigh no more than twenty (20) pounds. Each box will be labeled with product name, date, total order quantity, quantity per box and box number “X” of “Y” boxes notation. Sample product will be attached to the outside of each box. Box stuffers are acceptable, provided recyclable material is used.

DELIVERY
Product will be delivered FOB the delivery location. The primary delivery location will be Pierce Transit’s Training Center, Marketing Dept., 3720 96th Street SW, Lakewood, Washington 98499. Occasionally Pierce Transit may require some split deliveries to the Marketing Department and another location in the Lakewood area. Delivery hours for the Training Center are 8:00 am until 5:00 pm Monday through Friday.

TIMELINE
Pierce Transit will allow five (5) working days for each printing. However, Pierce Transit on occasion may require a Rush Delivery. A Rush Delivery of any version of any quantity up to 5,000 must be delivered within two (2) working days.

PRICING AND ESCALATION
Prices shall be firm for the first year of the initial contract period. For the second year and any option years pricing will be adjusted in accordance with the Seattle/Tacoma/Bremerton Consumer Price Index (CPI) but shall not exceed three percent (3%) of the prior annual rate. Pricing so determined shall be valid until the next anniversary date.

TERM OF CONTRACT
The contract shall be for a period of two (2) years with three (3) one-year options.

PROJECT MANAGER
The name of the Project Manager, who shall be responsible for the performance of the contract, should be provided on the bid form. The Project Manager shall establish a routine for communications with Pierce Transit’s Contract Administrator to provide a prompt and timely response to any concerns or problems that may arise. Time and frequency of direct meetings may vary as determined by the Contract Administrator.

Pierce Transit will identify the Contract Administrator at the time of award.

ORDER PLACEMENT
Pierce Transit Contract Administrator or designee shall contact company by phone/email/fax with detail on requested order. A Purchase Order number will be given by the person ordering the print job. It shall be the Contractors responsibility to obtain a Purchase Order number for each job and must include the Purchase Order number on all delivery and invoicing documents.

PAYMENT
Following product delivery, payment will be made within thirty (30) days of receipt of a correct invoice. Incorrect invoices will be subject to rejection or correction by Pierce Transit.
