PIERCE TRANSIT
REQUEST FOR QUALIFICATIONS - PROJECT MANAGEMENT SERVICES

PURPOSE

  • Pierce Transit desires to engage the services of an experienced project manager to manage engineering, design and implementation of Pierce Transit’s Downtown Tacoma Intelligent Traffic Control Project (DTITCP). The project manager will be responsible for managing this project, working in close coordination the City of Tacoma, Sound Transit and the Washington State Department of Transportation (WSDOT).
  • The project manager will serve as manager in lieu of Pierce Transit staff.
  • The technical work will be carried out under a separate consultant contract to Pierce Transit.

It is anticipated that the DTITCP project will commence in mid 2008 and be completed in 2011. A separate contractor will carry out the technical work, the project manager will carry out standard project management activities including coordination of stakeholders, overseeing the contractor’s work and ensuring that the project meets schedule, budget and completes satisfactory work projects. Due to lack of staff resources to carry out these project management activities in-house, Pierce Transit has determined that it will utilize a consultant to serve as the project manager, carrying out all responsibilities that would normally be carried out by Pierce Transit staff, if staff resources were available. Project scope is described in this RFQ.

For purposes of this Request for Qualifications the term "proposer" shall mean any individual or firm submitting a qualifications statement to Pierce Transit for this specification. The RFQ must identify the specific individual who would serve as the project manager.

PROJECT SCOPE
The project manager will carry out the following project management activities including but not limited to:

  1. Project Planning: Develop charter for the Phase II project. The charter development will include identifying and consulting with project stakeholders; defining project scope, budget and schedule. Assist Pierce Transit in evaluating engineering consultants’ qualifications. Participate in negotiation of contract with engineering consultant.
  2. Project Requirements: Develop Memorandums of Agreement with City of Tacoma and Sound Transit. Report to Pierce Transit in timely manner regarding problems and issues that impact successful completion of the project. Set up procedures to monitor project budget, schedule and work progress; Institute procedures to report to Pierce Transit on project progress. As this project is grant funded, the project manager needs to ensure that federal grant requirements are met. This includes providing billing and grant report information to Pierce Transit Finance Department. Meet Pierce Transit procurement requirements. Review engineering and equipment contractor’s progress, and billings to Pierce Transit. Approve routine project change orders.
  3. Design & Engineering Phase: Monitor design and engineering progress as to schedule, budget and satisfactory completion of work. Ensure that work meets goals and objectives of stakeholders. Accept project deliverables.
  4. Project Implementation: Oversee development of RFP for equipment purchase and installation. Ensure that equipment meets specifications and that installation meets project specifications and functions properly. Monitor implementation to see that it meets project budget and schedule.
  5. Project Completion: Document project completion, final project cost, final billings, and project close out.
