PIERCE TRANSIT
LABORATORY DRUG AND ALCOHOL TESTING SERVICES

SCOPE OF WORK
Pierce Transit is required to conduct random and other drug testing of its employees who perform safety sensitive functions in accordance with the Omnibus Transportation Employees Testing Act of 1991 and the Department of Transportation and Federal Transit Administration rules. Therefore, services are being solicited from laboratory facilities which are certified under subpart C of the U.S. Department of Health and Human Services "Mandatory Guidelines for Federal Workplace Drug Testing Programs" (59FR 29916, 29925) for the provision of analytical toxicology services to detect and report the presence of specified drugs in employees and candidates for employment, in compliance with laboratory analysis procedures specified in 49 CFR Part 40, December 19, 2000 and as amended thereafter, complying with applicable implementation dates as specified in the regulations.

Pierce Transit will require the facility to conduct urine specimen analysis for pre-employment, random, post accident, reasonable suspicion, and return to duty/follow-up drug testing. Pierce Transit estimates 100 pre-employment and 375 random, post accident, reasonable suspicion and return to duty/follow-up annual drug tests. These quantities represent estimated annual usage and shall not be considered a guaranteed quantity. Employees who fail a drug test are subject to disciplinary action. Laboratories will be expected to provide expert witnesses to defend the integrity of their analytical procedures.

QUALIFICATIONS OF LABORATORY
The successful laboratory shall have at a minimum the following qualifications:

  1. License to do business in the State of Washington.
  2. Certification by the U.S. Department of Health & Human Services under the National Laboratory Certification Program (NLCP).
  3. DOT approval as meeting HHS laboratory certification standards for all testing required under 49 CFR Part 40.
  4. At least three (3) years experience performing the types of drug testing services specified.
  5. Demonstrated ability to meet the response time specified.
  6. Demonstrated ongoing implementation of HHS and DOT prescribed procedures and controls on accuracy and confidentiality of testing, reporting, record keeping and specimen handling.

TYPE AND TERM OF CONTRACT
It is PIERCE TRANSIT's intent to award a unit-priced contract for the services described above. Price and other negotiations may be conducted after the submittal of the proposal. The initial period of performance will be three (3) years and the Agency shall have the option of extending the period of performance for up to two (2) one-year periods. Pricing for all five (5) potential contract years shall be submitted.
