FLEET MAINTENANCE MANAGER

The Position:
Reporting to the Director, Maintenance, the incumbent is accountable for planning, organizing, managing, developing, optimizing and coordinating the resources dedicated to the maintenance and repair of Agency vehicle and equipment to assure availability to meet Agency needs. Essential functions: Ensures supervisory and technical support staff have skills to plan, organize, supervise, facilitate and coordinate the day to day activities for maintenance, repair and servicing of Agency buses, vans, and support vehicles to include all mechanical components, interiors and exteriors. Establishes, maintains and incorporates preventive maintenance activities into daily maintenance and repair schedules. Facilitates the work of the team to establish work plans and priorities and coordinates workflow to assure the optimal operation and appearance of Agency vehicles. Builds and mentors strong collaborative teamwork with and amongst assigned personnel. Trains, mentors, evaluates, selects, counsels and disciplines employees as appropriate; provides for staff development and training opportunities; provides technical expertise and leadership. Assists employees with personal and performance problems; resolves grievances at the earliest possible stage and represents the Department at hearings and arbitrations as requested. Initiates, formulates and implements health and safety precautions to assure compliance with established regulations and requirements. Meets with vendors regarding selection and/or purchase of equipment and supplies needed to perform assigned duties; evaluates employee procedure and equipment concerns and determines the necessity for procedural changes or equipment purchases. Assures best practices and processes are in place for managing purchase requisitions, preventative maintenance systems and innovation. Reviews and is responsible for the development of trend analysis to identify preventive maintenance or replacement requirements. Builds and maintains effective collaborative working relationships with Agency personnel and administrators, vendors, suppliers and contractors to exchange information, coordinate activities and resolve problems and issues concerning supplies, materials and purchases. Facilitates the development, implementation and revision of work schedules to meet agency, department, employee and program needs. Develops and administers a division budget, including administering, monitoring, and authorizing expenditures in accordance with budgetary limitations, Agency policies and sound fiscal management principles. Facilitates the preparation and maintenance of records, reports, summaries and statistics related to payroll/personnel, budget and maintenance activities responsible for ensuring effective automated information systems to provide data, analysis and support.

Hiring Range: $74,521 – $90,581             Salary Range:: $74,521- $110,102 annually, paid on a bi-weekly basis

Required Knowledge and Abilities:
Knowledge of: methods, tools, equipment, practices, procedures and techniques used in the repair and preventive maintenance of buses, vans, trucks, and automobiles; applicable Local, State and Federal laws, codes and regulations related to hazardous waste, emission standards and work place safety; principles of employee development; trend analysis and principles of continuous improvement; maintenance and repair of diesel, gasoline and natural-gas powered vehicles; budget preparation and control; and record-keeping techniques. Skill in: facilitating and implementing effective plans/processes to organize and coordinate the repair, servicing and maintenance of vehicles and equipment to assure availability to meet organizational needs; facilitating the development of a team approach in managing and motivating a large workforce with varied skill levels and specialties; assuring compliance with health and safety programs and procedures; training, coaching, mentoring and optimizing the performance of assigned personnel; communicating effectively, both orally and in writing; establishing and maintaining effective and cooperative/collaborative working relationships with others; facilitating the development of work schedules and priorities; and using a computer and applicable software.

Minimum Qualifications:
Required
: Bachelor’s Degree in Business Administration, Public Administration, or a related field and five years of increasingly responsible professional level experience in transportation maintenance, including two years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Special Requirements: Must possess a valid State of Washington Driver’s License.

The Position:
The employee in this position performs a variety of work in and around the Agency Maintenance facility and other Agency properties.  Depending upon specific assignment, duties may include assisting mechanics by operating a steamcleaner/pressure washer to clean engines, transmissions, wheels and other vehicle parts or to clean structures and pavement; cleaning parts and components using a cleaning tank; operating forklift and various shop tools and equipment; installing advertising signs inside buses; installing fire extinguishers, first-aid kits, license plates and other small equipment; cleaning sludge from catch basins and trash from bus vacuums; checking building fire extinguishers; recycling cleaning solvent and replacing solvent in cleaning tanks; assisting Upholsterers in pulling staples, stripping seats and removing and installing seats from buses; preparing a variety of surfaces for painting; assist in checking torque on lug nuts; removing snow from Agency properties and spreading sand on same; entering work order data on computer; making vehicle changes when in-service vehicles break down; assisting body repairers by removing paint from vehicles and components; sanding vehicle bodies; may be required to mow lawns and care for flowers and shrubs; assisting facilities maintenance mechanics in electrical, carpentry, plumbing, roofing and concrete work or in moving furniture; performing general maintenance shop cleanup.

Wage:   $12.71 per hour, paid on a bi-weekly basis.

Knowledge and Abilities:
Ability to:  Perform computerized work order methods and procedures; pass a job related examination; pass federally required drug and alcohol testing mandates; drive all job related vehicles and maintain a valid WA State driver’s license and CDL as required.

Minimum Qualifications:
Required: One year of experience performing the duties of laborer or custodian or an equivalent combination of experience and training.

Special Requirements: Will be required to operate forklift and various shop tools and equipment. Applicant must be able to perform the essential functions of the job including the ability to maneuver objects weighing up to 50 pounds in confined and/or awkward spaces.  Must possess a valid Washington State Driver's License at the time of hire and be able to obtain a Class B Commercial Driver's License permit (with third party testing certificate) within 30 days of hire. Must obtain CDL Class B within 90 days of hire.

RELIEF TRANSIT OPERATOR

About the position:
Driving a bus for Pierce Transit is a very important and highly rewarding job. If you would like to help serve customers throughout the Puget Sound region and work for a professional, innovative organization, read on to learn more about this exciting opportunity.

A Relief Transit Operator covers vacancies created by full-time operators who are unavailable for reasons such as vacations, sick leave or training time. After an initial training period, all new employees begin in part-time positions and are promoted to full-time positions based on seniority as vacancies occur. Relief Operators are guaranteed a minimum of 25 hours per week, but could work 40 or more hours depending on the needs in any given week. Relief Transit Operators must be available seven days a week and your hours will vary greatly from day to day. Our operating hours begin at 2:22 a.m. and continue until 1:29 a.m. Relief Operators are expected to drive any shift and any route including nights, holidays, weekends, mornings, split shifts and trippers (2-4 hour shifts, up to 3 per day).

You will be responsible for the safe and efficient operation of passenger buses and vans for the public transportation system of Pierce County. You will operate passenger buses and vans on regular as well as special routes, adhere to all traffic regulations, collect fares, issue transfers, and provide verbal information to the public regarding routes, schedules and transfer points; you will communicate and interact with individuals of various backgrounds and abilities; complete written reports; promote good passenger relations, and inspect the bus or van before and after operation of the vehicle. Work is performed under general supervision with the employee being responsible for maintaining schedules and for the safe and proper operation of equipment. Punctuality and regular attendance are required so that we may provide dependable service to the public.

Minimum Qualifications:

Must be at least 21 years of age at the time of hire

Possess a valid Washington State Driver’s License at the time of hire

Have an excellent driving record for the previous five years. All violations (including non-moving violations) will be reviewed on an individual basis and may be cause for disqualification

Possess a Commercial Driver Instruction Permit (CDIP) with a third party testing certificate by the first day of training

Ability to obtain a valid Washington State Class B Commercial Driver’s License, with passenger and airbrake endorsements

Ability to meet strict physical requirements, which will be determined by a physical exam including a drug screen. The Agency and the examining physician will look for conditions that are likely to interfere with the applicant’s ability to perform the essential functions of the job and to safely operate and control a motor vehicle.

Must have knowledge of traffic laws and ordinances and safety rules.

Successful public contact experience and a stable paid or volunteer work history are desirable.

Wage:
$14.19 per hour during training (approximately 13 weeks)

Relief Transit Operators range from $15.77 - $18.38 per hour

Full-time Transit Operators range from $18.36 - $23.74 per hour

Benefits:

All Relief Transit Operators receive medical, dental and sick leave benefits. Medical benefits begin the first day of the month following date of hire and dental benefits begin the first day of your seventh month of employment. Sick leave is earned on a pro-rated basis after the completion of six months of employment.

Relief Transit Operators will not earn holiday pay while on part-time status. However, upon completion of six months of employment, will be eligible for six paid vacation leave days to be used within 12 calendar months. This time may be used in hourly, daily, or weekly increments.

All new employees of Pierce Transit belong to the Washington State Public Employees Retirement System. Employees do not participate in the social security system, except a 1.45% payment for Medicare.

Other benefits include life insurance, deferred compensation plans with an employer match of up to 4% of annual compensation, long term disability insurance, a flexible spending account for eligible heath care and/or dependent care expenses and a family bus pass.

Selection Procedure:

All applicants will be invited to take a video test that measures your ability to deal with a variety of situations involving customer relations and safety issues when dealing with the public. There are no study guides available. The test is held approximately once a month and you will receive notification by mail with the date, time and location of the test. Applicants who pass the video test will have their names entered on a list of eligibles that will be valid for up to twelve months. Names will be selected for interview consideration from this list based on a number of screening and selection criteria. Pierce Transit reserves the right to hire the most competitive applicants.
