REQUEST FOR QUALIFICATIONS
TRAFFIC ENGINEERING SERVCICES
TRANSIT SIGNAL PRIORITY IMPLEMENTATION

A pre-submittal conference will be held at 1:30 p.m. on November 12, 2009 at Pierce Transit, 3701 96th St. SW, Lakewood, WA 98499. All potential proposers are encouraged to attend.

PURPOSE

Pierce Transit desires to engage the services of an experienced traffic engineering firm or individual to assist in the implementation of Pierce Transit's Downtown Tacoma Technology Improvements Phase II, the Pacific Avenue Corridor Transit Signal Priority Improvements project, and other traffic management and transit signal priority (TSP) tasks. Once selected, the Consultant will work under the direction of Pierce Transit's Project Manager and in close coordination with the City of Tacoma, Sound Transit and the Washington State Department of Transportation (WSDOT). The Consultant is expected to contribute substantially to the project by addressing the following concepts as part of specific task orders or deliverables:

  • Functional and performance requirements analysis and validation including extensive modeling of solutions.
  • Installation strategy and technology deployed analysis and validation.
  • Development of various options to address project requirements, including costing of alternatives.
  • Engineering and design of advanced traffic control systems
  • Federal Transit Administration (FTA) Intelligent Transportation System (ITS) Checklist validation.
  • Project implementation assistance.

Generally, the Consultant will work on technical issues, conduct field assessments, test and evaluate equipment operation, prepare and report on modeling of alternatives, prepare reports and recommendations, prepare design documents, provide oversight for installation and systems testing, and provide technical expertise to accomplish project completion. The Consultant will also assist the project manager with issues related to Federal Transit Administration (FTA) environmental review and completion of the FTA ITS Checklist if necessary. The successful Consultant will be retained for a period of up to five (5) years with possible extensions of two (2) one (1) year periods, not to exceed seven (7) years. Each project or deliverable product will be specified by task order.

For purposes of this Request for Qualifications/Proposals the term "proposer" shall mean any individual or firm submitting a qualifications/proposals statement to Pierce Transit for this specification.
