BUSINESS ANALYST

The Position:
Under direction, provides complex information systems consultation, business and technical process analysis, work-flow mapping and improvements, and training to all Agency users; designs and oversees software implementations and monitors on-going usage of business information systems to improve company productivity, efficiency and effectiveness; leads cross-functional teams, including IT, process owners and functional experts to leverage the Agency’s significant investment in technology; executes Program Manager duties for complex business systems utilized and owned by multiple Agency Departments; develops or purchases computer applications to improve work flow and job performance and to enhance decision-making processes; manages, and coordinates software installation; develops and recommends work-flow solutions for moderately complex computer user requirements.  Essential Functions:  This classification is responsible for performing a full range of activities which ensure the operational effectiveness and excellence of the Agency and its individual business units. The Business Analyst will design and document workflow and make appropriate recommendations that will positively impact operational effectiveness; track and analyze business unit trends and make appropriate recommendations that will positively impact the unit; perform a large portion of the responsibilities of an IT Project Manager and lead a number of key projects for one or more business units and the company; be the functional expert on the specified application(s). Incumbents research, develop and analyze solutions to complex computer user problems, and based on analysis, shape and influence the Agency’s technological development and direction to allow staff to take full advantage of business systems capabilities.  Essential Functions: Performs Program Manager duties for multi-Department owned business systems.  Manages/coordinates all program activities and initiatives to ensure assigned programs are effectively managed in a holistic manner.  Designs and documents workflows; manages and provides solutions to new business unit ideas, trends, and concepts, offering appropriate and cost-effective approaches to implementation through the latest technological paths.  Understands the customer’s business requirements and business process management, and then translates them to particular software requirements or work place processes.  Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.  Critically evaluates information gathered from multiple sources; reconciles conflicts, deconstructs and simplifies high-level information into concrete details, develops low-level detailed information into concise summaries that promote understanding, and distinguish user-specific requests from the broader business need.  Successfully manages and participates in multiple and sometimes competing initiatives simultaneously.  Works independently with users to define concepts and under direction of others (project managers or Department managers).  Asks probing questions that challenge business unit assumptions and provoke thoughtful planning and execution of proposed process improvements.  Develops requirements specifications according to standard templates, using natural language.  Collaborates with vendors, developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.  Acts as liaison between the business units, technology teams and support teams.  Accomplishes assigned work effectively in a matrix organization. Interfaces with users and colleagues as required and at regularly scheduled status meetings.

Hiring Range: $60,721 - $73,806 Salary Range:  $60,721 - $85,440 annually, paid on a bi-weekly basis.

Knowledge and Skills
Knowledge of: business process analysis; business systems; application programming; relational databases; network configuration and communications; Internet/Intranet communication; all phases of systems design and development; word processing/spreadsheet applications; MS Project; MS SharePoint; Local Area Networks (LANs) and Wide Area Networks (WANs); Windows environments; and, principles of training and providing work direction. Required: Bachelor’s Degree in Business Administration, Computer Science, Management Information Systems, or a related field and three years of increasingly responsible systems experience.Prior work experience as a business analyst in a large multi-system organization with stand-alone systems.  Special Requirements: Valid State of Washington driver’s license may be required.  Must be able to maneuver personal computer components weighing up to 25 pounds. Must be available during non-traditional work hours or workweek in order to respond to user needs.

CONSTRUCTION PROJECT MANAGER
(Contract Position)


Please note: This is a two (2) year contract position and will include benefits.

The Position:

The incumbent in this position will oversee all aspects of an FTA grant funded building modification project. The Project Manager is ultimately responsible for the successful initiation, planning, execution, control and closure of the assigned project.  Work involves coordination with the CEO, Vice Presidents and Managers as well as staff from all levels throughout the Agency, consultants, vendors, and external stakeholders. Work requires well-developed organization and communication skills and the ability to resolve problems and conflicts. The scope of work will include comprehensive project management duties to include, but not be limited to the following: prepare project management documentation including project charter, project management plan including project organization, project scope and schedule, budget objectives, procurement management plan, contracting plan, permitting requirements, quality control plan, environmental compliance plan and communications plan; administer the engineering, design, independent reviews, construction management and construction contracts and services; provide progress reports on current project status, budget and schedule adherence, issues and change management, and any safety or regulatory requirements affecting the project; coordinate design activities, design reviews and other pre-construction tasks; coordinate all permitting activities with governing jurisdictions; ensure all applicable federal, state and local rules, regulations and ordinances are complied with; manage the internal project team providing the necessary coordination and direction to staff, contractors, and consultants; conduct regular project meetings throughout all phases of the project and complete appropriate project documentation per the PMO’s Project Management Handbook; prepare independent cost estimates to validate consultant/contractor proposals and negotiate timely change orders to design and construction contracts; prepare specification and/or scope of work for RFPs; coordinate construction oversight of the contractor, including coordination between the designer and contractor, inspection services, and general contract administration; coordinate design reviews and construction activities with agency operations staff; coordinate project with Pierce Transit management, staff and operations on this project; oversee the construction contractor and construction manager once construction begins; oversee the implementation of construction QC/QA program; ensure timely completion of construction in accordance with specifications and within budget.

Salary: $70,000 - $80,000 annually DOE.

Knowledge and Skills:
Knowledge of: design review; project control principles, practices and procedures, project management principles and practices; public contract administration principles and practices; construction management, quality control, and construction contract administration; building codes and other industry standards of practice and design; product specification and performance literature; applicable federal, state and local policies, laws, and regulations; project budget preparation and administration; monitoring program/project operating budgets, costs and schedules. Minimum Qualifications:
Required: Five years of demonstrated management experience in capital projects/public works construction. Experience should include contract management, cost control, direct problem solving and negotiation with architectural/engineering and construction firms. Demonstrated understanding of construction trades/crafts and blueprint reading is a plus. Desired: CCM or PMP certification is desired, but not required.

CONTRACT COMPLIANCE ADMINISTRATOR

The Position:
Under direction from the Procurement Manager, coordinates and organizes the contract administration function of the agency; provides technical assistance to departments purchasing a wide variety of goods and services; monitors and resolves problems related to compliance with established contracts and agreements; participates in the development and fulfillment of agency contract requirements; manages the relationship between Pierce Transit and contractors during contract performance to ensure that both parties fulfill their contractual obligations and that Pierce Transit receives what the contract states. Essential functions: Coordinates, reviews and oversees all contracts generated in Procurement. Issues contract amendments, change orders and renewals as needed. Tracks contract activity and data.Researches contract issues and prepares analysis related to contracts, including cost and price analysis for change orders and amendments. Assists agency staff with cost estimates, contract negotiations, contract renewals, change order formulation and amendments. Arranges and conducts status conferences to discuss contractor performance and negotiate solutions. Ensures contractor compliance with prevailing wage laws and verifies that bonding, insurance, contractor qualifications, contract controls and agreements meet specific project requirements, (e.g. public works construction project requirements). Performs ongoing contract and contractor evaluations to ensure that goods and services are delivered or performed in accordance with contract requirements.Direct corrective action as needed, including negotiating to correct performance, make price adjustments, draft cure notices and/or recommend contract termination. Assists the Procurement Manager in seeking out and identifying Disadvantaged Business Enterprises (DBE), determining contracting opportunities for DBEs and verifying that contractors follow through on DBE commitments. Trains Agency staff on DBE outreach for companies who are seeking to do business with Pierce Transit. Prepares correspondence to vendors/contractors, reports and other documents as needed. Monitors and maintains agency contracts “tickler file” to track contract milestones and required actions as needed. Assists project managers with monitoring contract dates, ensuring compliance with terms and conditions and implementing other recommended actions. Acts on behalf of the agency as directed by the Procurement Manager and the Vice President of Finance. Conducts contract closeouts, ensures files are complete, accurate and in compliance with local, state and federal requirements. Provides guidance to agency staff regarding contract administration, policies and procedures and resolves related issues and concerns. Coordinates closely with the agency’s Project Management Office, project managers and project control assistant to ensure projects are on track and to identify and resolve issues early. Collaborates with other Procurement staff and the Project Management Office to adopt best practices in contracting and to refine and update contract language and procedures to reflect the best interest of the agency. Identifies training needs and occasionally provides training and technical assistance to project or contract managers. Writes and updates contract management and procedures manuals and performs other duties as assigned.

Hiring Range: $56,223 – 68,339 annually                 Salary Range:  $56,223 - $79,111 annually

Minimum Qualifications:
Required: Bachelor’s Degree in Business Administration, Accounting or a related field, and three years of procurement and/or contract administration experience in the public sector environment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Preferred: A recent certification in contract management or certification in purchasing management and direct and recent experience in contract compliance with a public organization is preferred. Prior transit experience is also preferred. Special Requirements: Valid State of Washington driver’s license is required.

Knowledge and Skills:
Knowledge of: Procurement processes, contract types, state and federal procurement regulations, public works contracting rules and regulations, federal grant management procedures, general business practices, particularly in the public sector, and federal and state DBE requirements. Skill in: Significant technical skill in public contracting and purchasing administration; Excellent oral and written communications; Intermediate user of Microsoft Office and Microsoft Project software; analytical skill to solve complex contract administration issues. Must have strong business math skills and be comfortable with frequent basic math computations. The ideal candidate is skilled at interviewing internal customers, assessing how best to meet their needs, recommending a course of action to accomplish their goals, and influencing agency staff to make sound purchasing and contracting decisions.

Minimum Qualifications:
Required: Bachelor’s Degree in a quantitative field such as finance, business, mathematics, economics, or operations research, and five (5) years of experience in a data analytics role with five (5) years experience using MS Office suite of products including Outlook, Excel, Access, Word, and PowerPoint. Must demonstrate intermediate to expert level experience using MS Excel and Crystal Reports. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above, will substitute. Preferred: MBA or an advanced degree preferred. Desired: Experience in transit statistical analysis and reporting.

Knowledge and Skills:
